Framework Overview

Increasingly regulated CQC registered providers are now required to conduct appropriate training on learning disabilities and autism in light of years of campaigning by Oliver McGowan’s family. As the government’s preferred and recommended training, health and social care staff should complete the Oliver McGowan Mandatory Training Framework.

Health Education England (HEE) and Skills for Care have developed the Oliver McGowan Mandatory Training Framework for Learning Disabilities and Autism. A National Development Team for Inclusion (NDTi) independent evaluation was conducted with over 8,300 health and social care staff. By completing the Oliver McGowan Mandatory Training Framework, health and social care staff gain a comprehensive understanding of the needs and challenges faced by individuals with learning disabilities and autism. This knowledge enables them to provide more personalized and effective care, promote inclusion and independence, and ensure the safety and well-being of their patients. Additionally, the framework equips staff with strategies for effective communication, person-centered approaches, and recognizing and responding to specific needs and preferences.

What is involved?

Tier 1. A general understanding of support needed for autistic people or those with learning disabilities is what is required at Tier 1 of the framework. In some cases, frontline staff may not require autism training if people currently utilizing the service don’t have learning disabilities. Most of the time, it applies to employees who do not have patient-facing roles or do not make decisions about people who use the service, such as administrators, facility attendants, and finance assistants.

Tier 2 .Staff who provide care and support to autistic people and individuals with learning disabilities are included in Tier 2 of the framework. It includes anyone who may be required to make decisions about the people who use care and support services.

In order to comply with Oliver McGowan Mandatory Training, HEE and their partners at the Department of Health and Social Care, NHS England and Skills for Care have now launched an elearning package. In order to be able to complete Tier 2 of the framework, learners must complete this assessment.

You can access the elearning via the ELFH for free. The ESR is accessible to NHS healthcare staff.

Learning will be followed by a live online webinar, followed by a classroom-based training course for Tier 2 learners.

Initial evaluations of the training demonstrated the importance and benefits of including people with real-life experiences. Consequently, a trio of trainers will deliver both Tier 1 (webinar) and Tier 2 (classroom) training sessions. ‘Experts by Lived Experience’ are autistic and learning disabled individuals who will facilitate and lead the training.

There is now an Adult Social Care Workforce Data Set (ASC-WDS) training category which includes e-learning, Tier 1 and Tier 2 training components.

In addition, employers are able to provide evidence of the completion of mandatory training during inspections using this method. Employers can utilize the Adult Social Care Workforce Data Set (ASC-WDS) training category during inspections by providing evidence of the completion of mandatory training. This can demonstrate to inspectors that the organization has taken the necessary steps to ensure staff are equipped with the knowledge and skills to support autistic individuals and those with learning disabilities. Additionally, the ASC-WDS training category can serve as a benchmark for employers to assess and improve the quality of their training programmes.
